When I exchange the media-in (which is set to background) with some random media clip, everything works fine, so I assume it has something to do with passing the background of the timeline into the Fusion page and then using that effect. So I tried uninstalling and doing a fresh install, however this did not fix the problem. Is this a bug? In 18.1.3 it worked without any problems. When I go to edit page it just shows as black. Then in Fusion I just add media-in set to background and the digital glitch effect. I can recreate the behaviour in a clean project by just putting some media on the timeline, creating a fusion comp and placing it above the other media. However when I go back to the timeline it just displays a fully black image. While on the Fusion page the effect works just fine and is shown in the output. It has a Fusion comp which uses the background as media in, adds some text and the 'Digital Glitch' effect you can add from the Effects menu. I opened a project I'm currently working on.
